This regulatory gap not only challenges the very essence of Wisconsin’s established recreational vehicle laws but also introduces considerable public safety concerns for motorists and pedestrians alike.
The core of the problem lies in the ability of UTVs, designed primarily for off-road use, to obtain a standard motorcycle vehicle license from other states.
