The distinguished life and enduring legacy of Colonel (Ret) William Henry Foy, a decorated veteran of the United States Army, concluded on July 20, 2025, at the esteemed Army Residence Center in San Antonio, Texas. Born on April 1, 1936, in New Braunfels, Texas, to Henry William Foy and Leonie Ann Tausch, Colonel Foy’s remarkable journey through life left an indelible mark on those who knew him and the nation he served with unwavering commitment.

Colonel Foy embarked on a path of rigorous academic and military training, shaping him into the formidable leader he would become. He was a proud alumnus of New Braunfels High School, and a graduate of the Agricultural and Mechanical College of Texas, now widely recognized as Texas A&M University, where he honed the foundational principles that would guide his career. Further enhancing his strategic acumen, he completed demanding programs at the Command & General Staff College at Fort Leavenworth, Kansas, and the U.S. Army War College in Carlisle, Pennsylvania.

His illustrious career in the US Army spanned three decades, during which he served with distinction as both an Infantry and an Ordnance officer. This extensive tenure included numerous assignments both within the United States and abroad, with deployments to significant global theaters such as Germany, Korea, Vietnam, and the Sudan. Each posting contributed to his vast experience and cemented his reputation as a dedicated and adaptable military professional.

Throughout his service, Colonel Foy rose through the ranks, undertaking critical leadership roles including Company and Battalion Commander. His exceptional leadership qualities and strategic foresight also led to senior staff level assignments, where his decisions influenced broader military operations. His commitment to excellence culminated in his retirement from active duty as the esteemed Chief of Staff of the 13th Support Command at Fort Hood, a testament to his high regard within the armed forces.

Beyond his profound contributions to military history, William Henry Foy extended his professional acumen to the civilian sector, dedicating many years as a manager at Sallie Mae. In both his military and civilian capacities, he was widely known for his steadfast determination, unyielding integrity, and a profound commitment to achieving excellence in every endeavor, inspiring those around him.

At home, Colonel Foy was cherished as a loving, supportive, and deeply engaged husband and father. He found joy in a variety of hobbies, including the meticulous restoration of classic cars, famously bringing a 1960s-era Porsche back to prize-winning glory. He was an avid sports enthusiast, passionately following his beloved Texas Aggie and Dallas Cowboy football teams, alongside his keen interest in NASCAR. His dedication also extended to maintaining an immaculate yard, demonstrating his meticulous nature in all aspects of life.

William also possessed a deep love for his pets, viewing them as integral members of his family. He actively participated in his church community, lending his voice to the choir, further illustrating his commitment to faith and community involvement. His life was a rich tapestry of service, passion, and personal devotion, leaving behind a legacy of integrity and love.

Colonel Foy is preceded in death by his beloved wife of 63 years, Gertrude Becker Foy, his parents, and his sister Phyllis Foy Soares of San Antonio. He is survived by his devoted son Bryan Foy and his wife Betty of New Braunfels, Texas, along with grandchildren William (and wife Sarah), Christopher, daughter Sarah, and great-grandson Noah. He is also survived by his son Stephen Foy and wife Elizabeth of New London, New Hampshire, and grandchildren Caroline, Douglas, and Robert. The family invites friends and colleagues to memorial services at Porter Loring North on Thursday, August 14, beginning with a short visitation at 9:00 AM, a service at 9:30 AM, followed by interment with full military honors, including caisson, at Fort Sam Houston National Cemetery at 11:00 AM, honoring a true American veteran.
