Born on June 2, 1969, at Kirtland Air Force Base in Albuquerque, New Mexico, Joe Raymond was the third of four children to John and Grace Raymond. His early years were characterized by frequent moves as an Air Force dependent, an experience that likely instilled adaptability and resilience, culminating in his family settling in Williamsburg, Virginia, where he graduated from Lafayette High School in 1987.
Joe’s distinguished military journey began at the U.S. Coast Guard Academy in New London, Connecticut, where he graduated with honors in 1991. This foundational period set the stage for a remarkable 34-year career as a commissioned officer, demonstrating early on his exceptional aptitude and commitment to serving his nation through the U.S. Coast Guard.
In 1998, Joe Raymond met Kristi Lynn Stephenson, the woman who would become the love of his life. Their marriage on April 8, 2000, at Duke Chapel in Durham, North Carolina, marked the beginning of a loving partnership that embraced the unique challenges of Coast Guard life. Together, they navigated nine moves over 25 years, building a strong family while raising their three children amidst a life of constant change.
Throughout his extensive service, Joe ascended through the ranks, eventually achieving the prestigious designation of Rear Admiral (Upper Half). His flag officer assignments included pivotal roles such as Commander of the Coast Guard’s Force Readiness Command in Norfolk, Virginia, and Assistant Commandant for Military Personnel at Coast Guard Headquarters, showcasing his leadership and strategic capabilities.
